The Dutch Food and Consumer Product Safety Authority. What it publishes is not its own notice: in its own words, "De NVWA publiceert veiligheidswaarschuwingen van bedrijven" — the NVWA publishes businesses' safety warnings, hosted and summarised by the regulator, each linking out to the company's own recall notice, which is the primary document. The party named on a warning is as often a retailer as a maker, so a record here names the warning party under the NVWA's own word for it rather than writing a shop into a manufacturer column.
